Research and consulting for the European Commission: support in developing a framework for quality indicators on lifelong learning
Given the central importance of lifelong learning in a knowledge society, the quality of lifelong learning was perceived by the European Commission as one of the major
challenges for the further development of the European Union. In cooperation with 34 countries and the European Commission, 15 indicators, subsumed under four policy areas,
were selected or developed by the working group on quality indicators. LIFE advised the European Commission and the working group by providing extensive information on the data
sources, giving concrete recommendations for the selection and construction of indicators, and developing concrete material for the development process, the meetings and the final report.
The “European Report on Quality Indicators of Lifelong Learning” was presented to the Council of Ministers in 2002.
